Minutes of Dun Laoghaire Area Committee Meeting held on 22nd October 2018 were considered and the following amendments to the minutes were AGREED:

"It was AGREED that a headed item on the development of a Master Plan for Sorrento Park will be brought to a future meeting of the Dún Laoghaire Area Committee Municipal Services Meeting."

 

It was proposed by Councillor S. O’Brien, Seconded by Councillor M. Baker and agreed that the AMENDED minutes of the meeting of Dun Laoghaire Area Committee held on 22nd October 2018 be ADOPTED and APPROVED.

“That this Committee recognise the potential of Valley Park situated between Woodbrook/Corke Abbey in line with County Development Plan policy objective OSR1.

  • Furthermore we call for the immediate completion of this parks path network
  • Removal of hazardous materials such as barbed wires which are covering the fence and installations to the South of the park
  • Clean up of this park
  • Consideration of the installation of a public bin in this area
  • Discussion with Bray Municipal District and Wicklow County Council to examine possibilities to link park with Bray Harbour area.”

 

The report of the Executive was ACCEPTED and AGREED.

“That this committee reaffirms its support for a permanent club house in Pearse Park and asks the Chief Executive for a full report on past meetings and current progress on this project.”

 

The report of the Executive was considered. A discussion took place, the following Motion from the floor to amend this item was proposed by Councillor D. O’Keeffe and Seconded by Councillor M. Merrigan

 

“That this committee reaffirms its support for a permanent club house in Sallynoggin Park and asks the Chief Executive for a full report on past meetings and current progress on this project.”

 

The Motion from the floor was AGREED.

“That, the Chief Executive, given that the centenary of the change of name of the Kingstown Urban District Council to the Dún Laoghaire Urban District Council is in 2020 and that of the renaming of the Town in 2021 and of the Harbour in 2024, could the Heritage Officer explore the possibility of compiling a collection of short biographies, with photographs if available, of each of the Elected Members that held office in the Kingstown Town Commissioners (1834-1898), Kingstown UDC (1899-1920), Dalkey UDC (1899-1929), Ballybrack/Killiney UDC (1899-1929), Dún Laoghaire UDC (1920-1929), Dún Laoghaire Borough Corporation (1930-1993) and have such published as a commemorative book in 2020/21.”

 

The report of the Executive was considered. A discussion took place, the following Motion from the floor to amend this item was proposed by Councillor M. Merrigan and Seconded by Councillor M. Halpin

Gerry Flaherty, Senior Executive Engineer gave an update on the Road Safety Plan 2015 – 2020.

 

Following a discussion, a motion from the floor it was proposed by Councillor M. Merrigan and Seconded by Councillor S. O’Brien

 

“That, this Area Committee requests the Chief Executive to include as an addendum to the Council’s Road Safety Plan 2015 – 2020 the issue of vehicles parked illegally or dangerously and thus blocking pavements or obstructing the vital sight lines making roadway pedestrian crossing points hazardous, especially for the elderly, mobility or visually impaired and children and to consider the following as “actions” in the implementation of the plan:

 

1.    Liaison with An Garda Siochana on the development of an effective online reporting mechanism for the use by Residents’ Associations, community groups and individuals to report and monitor “black spots” where persistent illegal or dangerous parking exists.

2.    Explore the use of “pilot schemes” to educate road users, especially around schools, shopping areas and sports facilities and, to do so, in consultation with the LEA Councillors, local communities and the management bodies concerned.

3.    Explore the potential of creating and advertising “Parking Watch Zones” in areas with persistent blocking of pavements by illegal or dangerous parking and where a local community organisation is prepared to work with the Council and An Garda Siochana in monitoring and reporting issues.”

 

The report was then NOTED.

 

It was AGREED the matter would be included as a headed item in a future meeting of the Dún Laoghaire Area Committee Municipal Services.

"That the Council's Parking Section bring forward a parking control solution for St. Anne's Square, in Blackrock, that will maximise parking for residents, while dealing with the influx of commuters who currently park there, sometimes for long periods without consideration."
