Following a discussion during which the Senior Executive Officer, Municipal Services and the Senior Engineer, Road Maintenance, responded to Members queries, it was PROPOSED by Councillor C. Smyth, SECONDED by Councillor M. Clark and AGREED that the minutes of the meeting of Dun Laoghaire Area Committee held on 30 October 2019 be ADOPTED and APPROVED.

Following a discussion regarding the new numbering format of the questions in which the Manager responded to feedback from the Members, it was PROPOSED by Councillor C. Smyth and SECONDED by Councillor C. Devlin and RESOLVED:-

Following a discussion, the Senior Executive Officer, Municipal Services, responded to questions from the Members.

 

The Members were then informed of the following Motion from the floor, PROPOSED by Councillor C. Devlin and SECONDED by Councillor K. Feeney

 

“That the Draft Parking Control Bye-Laws 2020 are deferred to the Transport SPC in March 2020”.

 

Further to an additional discussion, this Motion was ruled OUT OF ORDER.

 

The Report was NOTED.

"That the Chief Executive provide two smart bins on Deansgrange Road, on the section between Deansgrange Cross and Deansgrange Cemetery, to mitigate littering in that area, where a number of new businesses have been established and pedestrian footfall has increased."

 

The report of the Technician, Municipal Services, was ACCEPTED and the Motion was AGREED.

“That the Chief Executive place the following roads on the Council's annual street light painting program;

Following a discussion, the report of the Senior Executive Engineer, Public Lighting, was ACCEPTED and the Motion was AGREED.

ENVIRONMENTAL IMPROVEMENT SCHEME FOR KILLINEY BEACH pdf icon PDF 98 KB

It was PROPOSED by Councillor D. O’Callaghan and SECONDED by Councillor J. Gildea

 

“That the Chief Executive report on the need for a cross Council departmental environment improvement scheme for Killiney Beach. To include the scale of works required with phased timelines and to commence consultations with the relevant stakeholders.”

 

Following a discussion in which the Senior Engineer, Road Maintenance, Public Lighting and Cleansing/Beaches, responded to questions from the Members, an Amendment to the Motion was PROPOSED by Councillor J. Gildea and SECONDED by Councillor L. Hall

 

“In this regard, that the Manager arranges a meeting on site between the Manager, Councillors from this Area Committee and representatives of the Killiney & District Community Council”.

 

The Motion was AGREED with the Amendment.

“That the Chief Executive carries out an inspection and repairs the following items within The Glen estate, Glenageary;


1) The footpath between (number supplied) and Glengara Nursing Home


2) That all of the gullies are cleared out


3) The road within the estate is resurfaced


4) That the green open space within the estate is properly maintained and landscaped


and to state when the above works will be done.”

 

Following a discussion in which the Manager responded to Members questions, the Motion was AGREED.

“That this Committee agrees to resurface the tarmac area at the bottom of Pearse Gardens.”

 

The report of the Area Engineer, Road Maintenance was ACCEPTED and the Motion was AGREED.

“That this Committee discuss the apparent deterioration in the environment of the public realm in the recent period in Ballybrack and Loughlinstown, and calls on the Chief Executive to ensure that progressive measures such as alternatives to Glyphosate are continued whilst also ensuring adequate resources and personnel, be it direct Council staff, contract or otherwise are in place to improve the public realm and prevent any further deterioration.”

 

Following a discussion, the Report of the Senior Parks Superintendent and the Senior Executive Engineer, Municipal Services Department, was ACCEPTED and the Motion was AGREED.

“That the Chief Executive install a basketball net on the currently unused court in Blackrock Park between the Martello Tower and the 'circus car park' (53°18'24.7"N 6°11'22.0"W), for lines to be painted to indicate a half-court, and for funds to be made available for the completion of these works.”

 

Following a discussion in which the Senior Executive Parks Superintendent responded to questions from the Members, the Motion was AGREED.

LICENCING AGREEMENT, PEARSE ROVERS FOOTBALL CLUB pdf icon PDF 84 KB

It was PROPOSED by Councillor M. Halpin and SECONDED by Councillor H. Lewis

 

“That this Area Committee urges the Chief Executive to progress and agree a lease and licensing agreement between this Council and Pearse Rovers Football Club, as a matter of urgency so that the club can submit their own planning permission for a clubhouse and therefore be in a position to apply for a grant from the Department of Transport, Tourism and Sport in 2020.”

 

The Motion was AGREED.

“That the Chief Executive agrees to provide a traffic warden at the crossing at Booterstown National School on Cross Avenue, as well as reassessing the parking in the area to allow for safer crossing of the school children.”
