Private & Public Housing Supply Report

Maura Hickey gave an update on Dun Laoghaire Rathdown’s Housing Supply in relation to the Private and Public Housing Supply Report.

The report on Private and Public Housing was submitted to the meeting of Dún Laoghaire-Rathdown County Council held on 4th July 2016.

This report was also to be listed by the respective Directors for the information of the members of the Strategic Policy Committees and to assist and inform future policies and strategies.

The report summarises DLR’s performance in relation to the housing supply market on page 18 of the report and a summary of the Public housing provision is set out on page 32.

The report is now submitted for the information of the members of the Housing  SPC and to assist and inform future housing policy for the county.  Also attached is an update of the Council’s own building programme since the report was issued.

Presentation on 'Rebuilding Ireland' Action Plan for Housing and Homelessness

Catherine Keenan gave a presentation on the ‘Rebuilding Ireland’ Action Plan.

 

 

 

 

 

 

 





There followed a discussion on the presentation in which the members questions were responded to by Catherine Keenan.  Councillor O’Callaghan proposed that a seminar be held later in the year for the members when more information on the Rebuilding Ireland Document was supplied by the Department.  This proposal was AGREED by the members.

Deirdre Baber gave a presentation on Housing Assistance Payment (HAP) and the amendments to same in respect of the Transfer List.

 

 

 

 

 

 

There followed a discussion on the report during which the Director and housing officials responded to members questions.

‘The building of extensions for tenants with overcrowding issues to reduce numbers on the transfer list.’

 

Following a discussion the members questions were responded to by the Director and housing officials and the proposal will be CONSIDERED on a case by case basis.  Further information to be brought back to the next SPC.

 

b)   Cllr Anne Colgan

 

‘To examine the policy document ‘Rebuilding Ireland’ and to consider priority proposals for action to implement this policy in DLR under the key pillars, in particular Pillars 2 and 5, along with targets, timelines and resource commitments in each year to 2021.’

 

Cllr Colgan asked that this proposal be postponed until more information was made available from the Department on the ‘Rebuilding Ireland’ document and following the Council’s information seminar.  This was AGREED.

 

c)   Cllr Michael Merrigan

‘That, this SPC examines the existing policy, if any, regarding the allocation of social housing units, under contract, to clients of State or Private Care or Rehabilitation Agencies as part of the “care in the community” objectives of such agencies and the impacts, if any, of such contracts on the supply and allocation of social housing units to others on the Council’s Housing Waiting Lists and to examine what impact, if any, such allocations may have on local communities.’

Cllr Merrigan asked that this proposal be postponed until the review and seminar took place.   This was AGREED.
