It was proposed by Councillor J. Bailey and seconded by Councillor D. O’Callaghan and agreed that the minutes of the meeting of Dún Laoghaire Area Committee (Housing, Economic Community and Cultural Development, Planning and Organisational Innovation & Infrastructure and Climate Change Business) meeting held on the 5th December, 2016 be CONFIRMED and ADOPTED

Mr A. Baines, Senior Executive Officer, Infrastructure and Climate Change Department and Mr S. Ahern, Administrative Officer, Infrastructure and Climate Change Department presented the Litter Action Plan 2017. A discussion took place during which they responded to Members’ queries.

It was proposed by Councillor S. O’Brien and seconded by Councillor M. Baker

 

That this Area Committee call for the re-opening of the former Carnegie Library building to be used for community purposes. Furthermore we declare that this civic building should not be commercialised or used as part of any pilot scheme.”  

 

A discussion took place on Item No. 7 and 9

 

Following discussion it was AGREED that a workshop with Councillors on the re use of the Former Carnegie Building will be held before the next Dún Laoghaire Area Committee (Housing, Economic Community and Cultural Development, Planning and Organisational Innovation & Infrastructure and Climate Change Business)

In relation to Item 9 - Former Carnegie Library

 

It was proposed by Councillor S. O’Brien and seconded by Councillor M. Baker

 

That this Area Committee call for the re-opening of the former Carnegie Library building to be used for community purposes. Furthermore we declare that this civic building should not be commercialised or used as part of any pilot scheme”

 

The following report of the Chief Executive was NOTED:

 

“Any re use of the Carnegie Building must take account of

 

A.    The Planning Context which includes

 

·         The site is located in the Old Town Quarter and zoned ‘Major Town Centre’ in the 2016-2022 County Development Plan

·         The building is a Protected Structure

·         SLO 107 applies to the Carnegie and states ‘That Dún Laoghaire Carnegie Library be retained for public and community use

B.   The local Cultural, Community and Economic context and objectives

 

Any proposals for reuse, should consider the relevant goals and objectives in the adopted Local Economic and Community Plan for Dun Laoghaire Rathdown 2016 – 2021

(http://www.dlrcoco.ie/sites/default/files/atoms/files/local-economic-community-plan_1.pdf). This contains a number of high level goals and objectives related to

 

·         High Quality Smart, Attractive Living & Working environment & Place to do business

·         Promote enterprise and innovation

·         Strengthen Skills and Enhance educational opportunities

·         Increase social inclusion and reduce disadvantage in the county

·         Develop Civic engagement within the County.

 

C.    The Corporate Goal for the County Council to Create an environment for Economic Growth, (http://www.dlrcoco.ie/en/council-democracy/corporate-plan-2015-2019) and key objectives include

 

·         Developing an enterprise friendly county that assists early phase businesses enhances innovation and growth and acts as a hub for small dynamic firms

·         Supporting collaborative initiatives to improve economic development,

·         Encouraging links / collaboration with organisations such as educational establishments/ third level institutions to support enterprise / creative and knowledge economies up skilling within the County

·         Promote and develop tourism within the county as part of the wider region

“That the Chief Executive to explore the possibility of establishing a pilot project in the areas covered by this Area Committee along the lines of the “Super Homes Ireland” initiative of the Tipperary Energy Agency, which is supported by Tipperary County Council, to address the serious energy loss problems associated with most of the pre 1940 housing stock, both Council owned and privately owned, in the Blackrock, Dún Laoghaire and Killiney/Shankill Local Electoral Areas”. “That this Area Committee requests the Chief Executive to apply to the EU’s Connecting Europe programme for funds under the WIFI4EU initiative to provide free high quality internet access in Shanganagh Park and in Shankill village. It is noted that if the roll-out of high speed, reliable WiFi proves successful at these locations it could be deployed county wide”

“That the Chief Executive invite the promoters of ‘Digital Dún Laoghaire’ to make a presentation to a future meeting of this Area Committee on the concept, its development and its potential to grow and attract start-ups in that sector in the Town of Dún Laoghaire and to proffer suggestions on how this Council and its Elected Members could provide practical assistance to their endeavours”

The following motion was proposed by Councillor B. Ward and seconded by Councillor K. Feeney

 

“That this Committee considers that any development on the north side of the N11 between White’s Cross and Kill Lane should not be allowed vehicular access to quiet residential areas on that side of the N11, specifically Knocksinna Court and Granville Road, and calls on the Chief Executive to ensure that any planning permission granted for such a development would provide for vehicular access on/off the N11”

 

A discussion took place where it was agreedto make the following amendment to the motion

 

That this Committee considers that any development on the north side of the N11 between White’s Cross and Kill Lane should not be allowed vehicular access to quiet residential areas on that side of the N11, specifically Knocksinna Court and Granville Road, and calls on the Chief Executive to consider the provision of vehicular access on/off the N11 in any planning permission granted for such a development

“That the Chief Executive agrees to commence the Masterplan for Bulloch harbour at the earliest possible opportunity”
