Minutes of the Dún Laoghaire Area Committee Housing, Economic Development, Community & Culture Development, Planning & Infrastructure & Climate Change held on 4^th September 2017.

“To ask the Chief Executive to provide a copy of the Minutes of the meeting of the Board of Directors of Mounttown Community Facility Company Limited by Guarantee (CRO. Reg: 483640) which recorded, presumably by a resolution of the Board, to set aside the procedures agreed by the Elected Members on 25th May 2010 (Item 194, Dún Laoghaire Area Committee) and to officially remove Section 34 of the Articles of Association of the above company which stipulates that the Board of Directors shall have three County Councillors as members in order to be legally constituted and to confirm whether the Companies Registration Office received a copy of this resolution with a copy of the newly adopted Memorandum and Articles of Association of this company which is charged with operating a Council owned facility and, for which, the Council has an oversight function and duty in the public interest?”

"That the Chief Executive report on the junk collections that will take place in the functional area of this Committee leading up to Halloween."

“To ask the Chief Executive, in reference to Agenda Item 300 of September 6th 2016 and Agenda Item 218 of September 5th 2016, to outline the specific preparatory work, if any, that has been undertaken in the interim to prepare the Local Area Plan for Dún Laoghaire and Environs in accordance with Specific Local Objective 77 of the County Development Plan 2016-2022 and to outline a possible timeframe for the completion of such preparatory works and to confirm whether the preliminary pre-draft works already undertaken on this LAP, as advised to Council on May 14th 2012 under Agenda Item C/361, are still relevant and therefore, may be progressed at this stage to expedite the preparation of this very long overdue Local Area Plan or is this Council term to end, like all previous Councils in the last decade, without any substantial progress on the production of this Local Area Plan?”

“That, the Chief Executive to explore the possibility of hosting an information briefing for owners of commercial properties on George’s Street and Patrick Street in Dún Laoghaire; Main Street, Blackrock; Castle Street, Dalkey and others, as may be appropriate, to outline public policy and planning procedures in respect of the following section of the County Development Plan 2016-2022:

8.2.3.4 Additional Accommodation in Existing Built-up Areas.

(ix) ‘Living-Over-The-Shop’-  “In encouraging the residential use of the upper floors of commercial properties in established retail/ commercial areas - including the districts of Dún Laoghaire, Blackrock, Dundrum, Glasthule, Dalkey, Sandycove and Monkstown - the Council will consider possible dispensations from normal standards to facilitate ‘Living-Over-The-Shop’ developments that will contribute positively to the renewal of areas provided any proposed modifications will not have a negative impact on visual amenities or the existing streetscape.

• Derogations for older commercial buildings in appropriate cases may be given in respect of private open space, parking, and unit size standards.

• Derogations for car parking may be allowed in acceptable existing town/central locations at the discretion of the Planning Authority”.

“To ask the Chief Executive to review the placement of existing warning notices re dog fouling on Stonebridge Road, Shankill and to indicate if additional notices can be erected adjacent to the two schools on this road. It is noted that the existing signs are between 2.5 and 4M above ground level ?”

“To ask the Chief Executive, in respect of Executive Order No. PROP/39/15 (06.03.2015), to provide details on the acquisition of the freehold title to an area of land at Fitzgerald Park, Dún Laoghaire, Co. Dublin, from the Longford DeVesey Estates and to provide the folio number of the registration of the acquisition and furthermore, to provide clarification in the case of any “land swap” which, of course, would involve an acquisition (Executive Function) and a disposal (Reserved Function) when approval by way of a resolution of the Elected Members for the latter is normally sought?”

“To ask the Chief Executive, in relation to the following reply received from @dlrcc via Twitter on September 4th 2017 - “CRM case has been logged: 094073 and signage has been requested”, to confirm what signage it is intended to erect on Convent Road, Dún Laoghaire, to combat the deplorable levels of litter (mostly fast-food packaging, plastic coffee cups and drink cans) and the contents of car ashtrays dropped from parked vehicles on this busy Town Centre thoroughfare?”

“To ask the Chief Executive to provide a progress report on the commissioning on the Roger Casement statue which is to be erected in the County and to provide an update on the creation of the new marine walkway “Casement Way” where the statue is to be situated.”

“To ask the Chief Executive to report on the current status of the ‘Shanganagh Road Improvement Scheme’ and to ask the Chief Executive to outline when these essential upgrade and improvement works will form part of the County’s overall roads upgrade programme?”

“That this Committee write to ESB Networks to request that the exterior of the electrical substation located in the car park at Booterstown DART Station be repainted to cover the graffiti on the sea-side of it.”

“To ask the Chief Executive to confirm whether any meetings were requested and/or held between the Housing Department and officials of Dún Laoghaire Harbour Company in respect of the latter’s proposal to provide 50 floating two-bedroomed homes which would be permanently moored in Dún Laoghaire Harbour and marketed as “affordable homes” priced between €250,000 and €300,000 and, for the provision of which, expressions of interest have been recently sought by the Harbour Company and, if meetings were held, please provide dates, attendees, subjects discussed and confirm whether Council support was sought for this proposal and, if so, in what manner?”

“To ask the Chief Executive for an up-date on the carrying  out of a “survey of all of our maisonette in this Committee’s area to establish what is the best approach in upgrading these type of units?”

“That the Chief Executive brings a report to this area committee outlining all the options open to the council  for the plot of ground beside the playing pitches at Loughlinstown Wood which is the subject of planning application D17A/0381”

“That, the Chief Executive prepare a detailed report on the current state of the Halting Site at the West Pier, Dún Laoghaire, for presentation to the next Area Committee Meeting with an outline plan for the upgrading of this small Halting Site to an acceptable standard or, if necessary, for its closure and the transfer of the residents to a more suitable location in this County with full modern services, regular maintenance and ongoing supports as may be required to provide for the health, safety and welfare of the residents.”
