Agenda and minutes

It was proposed by Councillor J. Bailey and secondedby Councillor D. Kingston and agreed that the minutes of the meeting of Dun Laoghaire Municipal Services Area Committee meeting held on the 24th October, 2016 be CONFIRMED and ADOPTED.

It was to be noted that last month’s item on Idrone Terrace was passed by a majority.

It was proposedby Councillor J. Bailey and secondedby Councillor C. Smyth and resolved:-

“That pursuant to Standing Order No. 13 (c) question numbers 2 to 10 be ADOPTED and APPROVED.”

It was NOTED there was no business to discuss under this heading.

An update was presented to the Members in relation to the planned works at Glenalbyn.

It was proposed by Councillor J. Gildea, seconded by Councillor C. Smyth

“That this Area Committee requests the Chief Executive not to renew the lease on allotments at Shanganagh Castle of any person who has not made use of their plot during the previous 11 months or who have not maintained their plot in a clean and weed free condition in accordance with the terms of their lease and furthermore to requests the Chief Executive to pass on any such leases to persons on the waiting list as soon as possible ”

It was AGREED to MOVE item 14 with Item 12

“That the Chief Executive when renewing the allotments in Shanganagh Castle ensure they are only renewed to those who are using them unless the holder has adequate reason not to have used their allotment in 2016.”

That the Chief Executive give a report (following on from my question in May 2016) about the proposed Master Plan for Shanganagh Park, Shankill”

the report of the Senior Executive Park Superintendent was considered and ACCEPTED.

It was proposed by Councillor M. Halpin, seconded by Councillor M. Merrigan

“That this Committee agrees to put a bin in Sallynoggin Park (bordered by Rochestown Avenue, Sallynoggin Road and Sallynoggin Park, on the basis that similar parks in other areas have bins.”

Following a roll call vote the report of the Senior Executive Park Superintendent was considered and PASSED by a majority.

It was proposed by Councillor J. Gildea, seconded by Councillor J. Bailey

“That this Area Committee requests the Chief Executive to ensure that the overgrown hedges and vegetation along Bellevue Avenue Glenageary and Avondale Road Killiney are removed without delay as the extent of the obstruction and menace caused by overgrowth of the footpath is so extensive as to prevent pedestrians using the footpath at some locations along these roads and there is a real risk to pedestrians safety”.

It was proposed by Councillor C. Devlin, seconded by Councillor M. Merrigan

“That the Chief Executive bring forward proposals, as previously requested in December 2014 to repair the broken sections or replace the whole wall with a fence along the green open space at Dunedin Terrace, Mounttown as it is in a very unsightly condition?”

It was proposed by Councillor C. Smyth, seconded by Councillor J. Gildea

“That the Chief Executive tarmac the gravel footpaths in Shanganagh Park east of the DART line.”

the report of the Senior Executive Park Superintendent was considered and AGREED.

It was proposedby Councillor C. Devlin and secondedby Councillor M. Baker and resolved:-

“That pursuant to Standing Order No. 13 (c) question numbers 19 to 33 be ADOPTED and APPROVED.”

The report of the A/Senior Engineer, Traffic was NOTED.

It was NOTED there was no business to discuss under this heading.

It was proposed by Councillor M. Halpin, seconded by Councillor H. Lewis

“That this Area Committee agrees to investigate the needs for traffic calming measures on Sallynoggin Road at the back entrance to the park, where pedestrians walk and cross, fast traffic including large vehicles make this area a danger to pedestrians.”

It was proposed by Councillor D. O’Keefe, seconded by Councillor J. Bailey

That this Area Committee agrees to write to Iarnrod Eireann requesting that they maintain the staff at Sandycove/Glasthule Dart station in the interests of health and safety and sustainable communities.”

It was proposedby Councillor M. Baker and secondedby Councillor C. Smyth and resolved:-

“That pursuant to Standing Order No. 13 (c) question numbers 40 to 54 be ADOPTED and APPROVED.”

That the Chief Executive agrees to progress works to install a new set of railings on Seafield Road.”
